When there is a weapon in a bundle, the level of the weapon will be equal to your highest level of survivor you can train (training ground). That is, the level of the weapon will not exceed 16 (the maximum you can train in update 1.6).

Go to your Training Grounds, choose a survivor, click Change outfit and then scroll down. It'll say "Carol, Wolf Season 6".
